Arthur J. Katzman (1903-1993) was born in Belarus, then part of the Russian Empire. He immigrated to the United States at the age of five and settled in Brownsville, Brooklyn. After graduating from Brooklyn Law School, he practiced law in Forest Hills for 65 years. Elected to the New York City Council in 1962, he championed the development of Yellowstone Park on Yellowstone Boulevard in Queens, securing its inclusion in the Mayor's Capital Budget for 1964-65. Known as "the conscience of city government" for his advocacy for ethics, Katzman retired in 1991. He died at the age of 89 on August 30, 1993, in Mountain View, California.
