Beverly Baxter (1960-2009) wrote the column, “On the Beach” for the Rockaway Wave newspaper and participated in many local community organizations including the Queens County Parade Committee, the Rockaway Republican Club, the Rockaway Homeowners Association and the Rockaway Action Committee. Ms. Baxter was also instrumental in starting the Rockaway Music and Arts Festival.
